DATA TRANSPARENCY

FEBEG, the Federation of Belgian Electricity and Gas Companies, and Elia, the Belgian transmission system operator, start up an Internet platform for transparency of data on power generation in Belgium. This initiative will contribute positively to the development of the liberalized power market in Belgium.

FEBEG endorses the transparency model put forward by Eurelectric, the union of the electricity industry in Europe. FEBEG is confident that this initiative will contribute positively to the liquidity on the Belgian market and will help evolving towards an integrated regional market. FEBEG invites its members and generators in Belgium to join on a voluntary basis the generation data transparency platform.

Generation data of the Belgium market will be published on an aggregated basis on the Elia website, where the installed capacity and fuel type indications are currently already available. Similar initiatives are taking place in Germany, The Netherlands and France.

Available generation capacity (MW) will be published ex-ante, while the effectively produced energy (MWh) will be published the day after generation. Taking into account the specific Belgian situation, with over 90 % of the capacity operated by two players, ex-ante data will be published within a given range, keeping data confidential between the two main operators.

In a first phase, starting on November 1, one aggregated figure for the available capacity will be published within a range determined at 1000 MW. For the produced energy, the total amount of MWh will be published.

With the launch of Belpex on November 21, information will be further broken down by fuel type (nuclear, coal, gas, water - including pump storage and run of the river), fuel A (also including assimilated peak units) and others (waste, wind, blast furnace gas, etc); the category of each plant will be specified on the Elia website. The available capacity will be published within ranges of 500 MW per fuel type. These ranges will gradually decrease when sustainable volume thresholds and a sufficient number of active players are reached on Belpex.

Long-term data updates will be provided on a weekly basis, while in a near future, the data of the current week will be updated daily. Available capacity will be published at 10:00 on the day ahead of operation, while the generated energy will be published at 16:30 on the day after generation.
