AIR TRAFFIC CONTROL MAASTRICHT
[INFRA: Maastricht, February 22]
Maastricht's MECC was host to the leading Air Traffic Control 2001 conference for the 11th time. It is essential an event for professionals involved in the air traffic control industry, as service providers, regulators or suppliers. The conference was addressed by Tineke Netelenbos, Minister of Transport, Public Works & Water Management on 21 February. She said, 'there can be no doubt that technical and operational measures are no longer sufficient. We need a new blueprint for air traffic management. European airspace is too fragmented. Its zones and corridors inhibit the free movement of aircraft. Our airspace has been split up by national and military interests, as well as the outdated notion of flight corridors, which takes no notion of current navigation and safety equipment. We must do away with these barriers. What we need is a single European sky, where national borders are no longer relevant.' Strong stuff! The next day the Minister attended the opening ceremony of the celebrated Maastricht Carnival, where she was appointed the person responsible for municipal water and beer supplies.

PLUG-IN BANDWIDTH
[INFRA: Essen, February 20]
RWE Powerline GmbH (Essen), a wholly-owned subsidiary of RWE Plus AG and the Ascom Powerline Communication AG (Bern) have concluded a long-term supply agreement. The Swiss will supply modems and network management systems for Powerline Communications. This gives customers high speed internet access from the power supply socket in their houses. Manfred Remmel, member of the board of RWE Plus says, 'we have provided the conditions for the start-up of Powerline technology in our network area.' Powerline technology transfers data at up to 2 Mb/s and is considerably faster than ISDN. Using PLC, the client can use any power point in the house to plug in to the Internet. Additional cabling is not necessary. This high speed internet is always on. In the Netherlands, Essent apparently says that the network system would prevent use of this application.

LOME AND EUROPE
[EDU: Maastricht, February 14]
ECDPM has produced an overview of the new ACP-EU Partnership Agreement signed in Cotonou in June 2000, a unique form of North-South cooperation. The partnership agreement is a comprehensive aid and trade agreement concluded between 77 African, Caribbean and Pacific countries and the European Union. The agreement, which will last for twenty years, contains a clause allowing it to be revised every five years. Covering each five-year period, it indicates the total resources available to the ACP through the European Development Fund. From now to the starting date, the fund has EUR 15.2bn for the ACP. In addition, outstanding funds from previous EDFs can be used. These amount to approximately EUR 10bn. The central objective of the Partnership Agreement is to reduce and eventually eradicate poverty by contributing to sustainable development and to the gradual integration of ACP countries into the world economy. The principles are: equality of partners and ownership of development strategies; participation; dialogue and mutual obligations and differentiation and regionalization. This document will be a guiding light in the work of organizations like the European Centre for Development Policy Management in the coming years.

A TRENCHERMAN'S MUSINGS
- GREAT HAMSTER MYSTERY SOLVED
[LEI: Eijsden, February 27]
The intermittent arrest of the march of industrial progress, occasioned by herds of invisible hamsters in the land of Charlemagne, has been explained. In their far-sighted wisdom, those set in authority over us foresaw the coming protein deficiency resulting from the seven great plagues of Europe, to wit: BSE, foot-and-mouth, farmed fish toxicity, cattle bloat, swine fever, hormone-primed kine and idle chat. Accordingly, informed by their reflection upon the history of the Aztecs while examining the architectural details of the Prince Bishop's palace, they determined upon a secret hamster breeding program. For, as is well known, the Aztecs were major consumers of hamster flesh - with the odd arm and leg thrown in. Skilfull marketing preparations are also afoot and it will not have gone unnoticed that at least one brewer in South Limburg is using the hamster image to market his products. Clearly the objective is the creation of a subliminal association of this little creature with the pleasures of the table. The offer for sale of a 6-foot hamster by the London Millennium Dome might even betoken the advent of the first McHamster restaurant.
